Livingston has available building sites of all types. Water, sanitary sewer, natural gas and three-phase electricity are available at the community's Business Development Site which is located on State Highway 80 at the east edge of the village. Plenty of acreage is available. The site is nearly level, has good soil conditions, and is well drained.

A new elevated water storage tank, constructed in 1990, provides a three day supply of treated water (125,000 gallons). Both the sewage treatment facility and the water plant operate at less than 50 percent capacity. The village has a fire rating of "6".
